This buildings base will probably be much more safe and sturdy than the original World Trade Center. According to the info graphic, floors 1-19 make up just the buildings base. The old World Trade Center didn't have a base like this. I'm sure they won't use floors 1-19 for anything except being an extra safe base for this huge skyscraper.
